Electrical works delivered at the operational heart of Snowy 2.0 – supporting the coordination of major tunnel, civil, and infrastructure packages from Lobs Hole.

Lobs Hole serves as the central hub of the Snowy 2.0 project – the base of operations for tunnel boring, spoil management, and construction of the underground power station. With a high concentration of personnel, plant, and permanent works, the precinct required robust electrical systems to ensure continuity across the program’s most active site.

PHE Group was engaged by FGJV to deliver multiple electrical and instrumentation (E&I) packages across the main yard, including power for the concrete batch plant, office pads, site facilities, and supporting infrastructure. Works were staged in parallel with live operations and evolving site needs, including maintenance support during early production.

Project Scope

  • E&I installation and commissioning for the Lobs Hole concrete batch plant.
  • Ongoing maintenance and call-out support during the batch plant’s first six months of operation.
  • Electrical installation for the Main Yard office pads and associated services.
  • Installation of power and lighting systems for site storage sheds.
  • Earth grid installation across selected areas of the precinct.
  • Electrical works for a new grout plant supporting tunnel lining operations.

Outcomes and Benefits

  • Delivered within a live site environment supporting thousands of workers across Snowy 2.0.
  • Supported program momentum through early contractor involvement and flexible delivery - integrated works across multiple contractor interfaces and changing yard logistics.
  • Enabled the early operation of core infrastructure within the Snowy 2.0 central precinct.
  • Continued engagement beyond delivery phase to provide responsive maintenance and fault support.
  • Maintained zero lost-time injuries during works across a logistically complex, high-traffic site.
  • Apprentices accounted for 25% of the workforce, including local and FIFO participation from female electricians and apprentices, contributing to greater workforce diversity.
  • Approximately half the workforce was sourced locally, supporting regional employment and continuity despite COVID related travel restrictions and logistical constraints.
  • A tailored roster model was adopted to mitigate mental health risks by promoting active engagement and reducing prolonged isolation during non-working hours.
  • Reinforced PHE Group’s trusted delivery role across multiple Snowy 2.0 packages under FGJV.
